Water effect absent during surface-underwater transition

Description

When moving from swimming on the surface to diving under the water the "blue" effect of the water is not immediately applied to the underwater environment. This means that there does not appear to be anything between the surface of the water and the sea bed but empty air. However, as you dive a little deeper, the water effect appears and the environment becomes a single homogeneous unit of water as intended. {F18031}

Steps To Reproduce

When going from swimming to diving, look down but don't dive straight down. The body of water should appear to be absent and the sea bed should appear dry.
