Issue Description: Rocket launchers are too common in the game. Literally anyone can use them. It's weird that MGs and sniper rifles are rank-locked, but rocket launchers aren't. I get why under-barrel grenade launchers are available to everyone—they’re not that powerful. But rocket launchers for every PRIVATE? That doesn’t make any sense.
