Issue Description:

Sometimes when encountering an enemy radio, it cannot be dismantled by members of your own team. For example, an American radio backpack which was deployed could not be dismantled by Russians, including Russians of different squads.

I believe I have encountered the bug as an American attempting to dismantle a Russian radio as well.

I'm uncertain if blowing up a radio with grenades or RPGs is a mechanic in Reforger, but these have no effect on the radio either.

I have personally encountered this issue twice, as have others on Reddit. I am mostly creating this task for tracking the issue until a reproducer can be identified.
