Arma 3 incorrectly sets refresh rate under certain circumstances

I've noticed in the past that Arma 3 was forcing my monitor to run at a lower refresh rate and it's related to the video settings. My monitor is 165hz, and sometimes Arma would force my monitor to change to 85hz when playing the game.
I've found one 100% reliable way of reproducing this bug.

I've also tested 120hz, 100hz, 85hz, and 75hz on this monitor and each time when I follow the steps I've provided below, it changes the games config file refresh value to 75, and my monitor is set to 85hz. However, it doesn't happen if I set my 165hz monitor in Windows to 60hz, nor does it change on my separate 60hz monitor I also tested. The value stays at 60hz.

Steps To Reproduce
  1. Make sure your monitor is set to the correct refresh rate and check the Arma3.cfg for your profile and look if the refresh value is equal to what your monitor is set to in windows. If it is not set it to the monitor's refresh rate in Windows. Make sure it is above 60hz with above 100hz being ideal to see the behavior
  2. Make sure the game is started in fullscreen mode
  3. Switch to Fullscreen Windowed or Windowed under the "Display" options with or without clicking "OK"
  4. Switch to Fullscreen and click "OK"

Notice how the Arma3.cfg file's "refresh" value is changed immediately, however the game will not apply this new refresh rate until restarting Arma 3.

Additional Information

If the refresh rate is at the wrong value, pressing "Autodetect" will change the config value to the correct refresh rate, but will only apply the next time you start Arma.
