Hi i've been playing on Official Experimental server 3536 DE, my character was starving for over 20 minutes on Flashing food, and not once did I receive a down arrow on my health bar, I relogged and surely enough there was still no change in the outcome. I have since eaten and will now starve myself again to see if there is any change.
