Laser designator target vertical position is inconsistent for targets in/near water

Description

When pointed at a target that is near or in the water, the laser designator's target can detach from the aim point and disappear below the water.

The behaviour isn't very consistent; it seems to vary a bit depending on whether the player is currently standing on an object over the water, vs. being on land.

This makes it very difficult to target boats, objects near the waterline, static ships etc. with a laser designator.

In this picture, you can see that the target is 5.4 metres underwater at the bottom of the screen, even though I'm aiming at a rock above water.

Steps To Reproduce

Repro mission attached. I suggest opening it in the Editor so you can place your own test objects and use the Alt+Click map teleport. Shine your laser designator around and observe that the laser target doesn't appear where you're aiming, when aiming at the nearby ships and boats. You can use the designator's thermal camera to see the laser target model, and the mission shows information about the target's position on your HUD. There are a couple of other points of interest for experimenting with the laser, which are marked on the map.
