In conflict mode sometimes game doesn't let to spawn helicoper on the helipad. in order to spawn one you have to put it a side of helipad.

Steps To Reproduce

Tested only on US side. Build helipad in conflict mode and when trying to spawn helicopter it doesn't let me to put it on a pad and I have to spawn it outside of the pad. It happens, when helipad is on even terrain ( happened to me in military hospidal and on a airfield)
