Please explain there that copy means download from workshop, but not copy whole code and then reupload it to workshop.
Please explain here that modify(adapt) means that anyone can make mod, which without touching original mod will make overrides of code or configs in terms of enfusion syntax.

Lot of mod thieves use this sentence to free steal intelectual property of others modders.
This can leads to demotivation of modders to do something, when any kiddie can steal his work.

Please think about make that sentence more clear as. intelectual property of modders is protected.
