Modded? No
when giving AI a waypoint, the leader is doing the expected behaviour, but at least one other member (often the majority of them) is moving pretty weird by going a few steps, then stopping and so on.

spawn AI squad in game master
give them a waypoint (any but the supressive fire one)
wait a few seconds until this behaviour starts
At the start thought it was only when they got angry, but it happens when they are alone in the world, so no player, no other group (not even from their faction)
confirmed in new Game Master session in Experimental with empty map, placing down just one squad and giving it a normal movement waypoint.
in Experimental 1.2.0.12, the AI group will move normally until one or more of them encounter an obstacle (including every tree in a forest), whereapon those AI blocked by the obstacle will start stutter-stop-starting movement until they have cirumvented it, and then continue to follow the group leader slowly in stutter-step fashion. the leader will eventually be miles ahead of the stutter-stepping followers. the stuttering AI will not vault over fences, but will slowly stutter around them.
for comparison, i recreated the exact same scenario in Stable, and saw the AI smoothly move to avoid obstacles, vaulting fences, and keeping up with the lead AI as expected.
I've also seen this problem when it's a team. If you assemble a team individually by adding each AI separately, the problem does not occur. Group members follow the leader along a static path, perhaps that is the problem.
