Steps To Reproduce
Enter any single player mode, with any difficulty setting, or host a server and play alone with AI teammates. Attack AI teammates. they will respond with order to cease fire but will not be injured at all.
Additional Information
Renders missions unplayable as your team is invincible.

@chrisg507 in cadet mode there is friendly fire protection (aka no damage)
plus there is damage reduction and auto heal after some time.
