HumanCommandScript::OnDeactivate not called when player disconnects from dedicated host

Description

I would have expected that when a client disconnects from an MP server that HumanCommandScript::OnDeactivate is called before HumanCommandScript::dtor but this is currently not the case in 1.22. Unless there is a good reason for this I think for the sake of consistency this should be changed.
