Infected not spawning with head torches anymore?

Description

Somewhere during the experimental stage of patch 1.21 infected could spawn with head torches again which was great.
Now in the stable patch I haven't seen a single infected that spawned with a head torch. Is this a bug?

The latest patch notes states that this should be fixed:

Not a bug, they were removed from spawns again as there are some issues we still would like to address.
