First notice was that areaflags,map since 1.21 vanilla is 81 MB, and the new 1.21 DayZ Tools Central Economy Tool does not have the 'Historical' usage tag for Chernarus.
Also when I edit the custom Tiers and values like custom contamination zones, and I do a full export, we get a old style 49 MB file.
It seems that we then miss a lot of data in the map as it is supposed to be,

Open new CE Tool Chernarus.xml from 1.21 drop in the new DayZ Tools Central Economy editor for 1.21 and do full export.
You'll notice that 'Historical' is not there and file size is reduced to 49 MB instead of the 81 MB that vanilla map is.

Devs have gone over this and there is no issue present and everything works as it should.
As for the size reduction of the file, that bug has been fixed and it has nothing to do with the historical tag.
