The Humvee can not handle slight inclines.
Even though the vehicle is an Automatic V8? V12? It drives worse than the sarka
An automatic engine in a Humvee should EASILY be able to handle MUCH steeper grade.

Stop on an incline, apply Handbrake to stop the vehicle.
Try to drive, vehicle is immobile until the engine is shut off and started.

Don't know what the Petro version has for HP, can't be THAT worse...
The M1025 is motorized with a General Motors 6.2 liter turbo diesel engine developing 150 hp. at 3,600 rpm. The M1025 is fitted with double A-arm independent suspension front and rear, coil springs and hydraulic double-acting shock absorbers for high off-road mobility.
Is it possible this issue is related to how the Automatic transmission is configured?
I know the shifting issue still exists, which I assume the vehicle is configured to not shift while in motion which would be similar to IRL transmissions.
So while on an incline, the automatic transmission does not have a PARK gear, so when parked on an incline, shifting from N to Drive or Rev the transmission is sensing the vehicle is in motion causing the gears to not actually change.
Fix: change the Humvee into a manual transmission until the automatic transmission engine is improved.

My issue occurs more on automatic vehicles that once you change to Drive and accelerate the cars rpm dies to 0 rpm
To get moving, you have to rev in neutral and change to Drive to get moving but only occurs with automatic vehicles
