Not entirely sure if this is a networking issue or something else, I've never been in the situation where I am seated outside the car but have seen a few other instances of people sitting outside vehicles.

Still happens rarely, seen it once or twice on Stable, this clip is from Xbox experimental 1.3.0.102 - I don't have any specific info other than what is shown. He remained sitting there until I had to leave the base, Idk what happened after that:
