I've yet to figure out what exactly causes this, but sometimes when wielding a gun with a detachable magazine and have another one of that gun's mags in my inventory and decide to reload by holding "R" key to change mags, the hotbar flickers, but nothing else happens. Only when I pull the other mag onto the gun in inventory it completes the reload. And after that I can change mags fine again for some time.
