As the title states, if a headlight is turned off and even if there is no battery in it, the glass in front of the light bulb is self-illuminated, meaning it appeads to be emitting light at nighttime.
As this makes them hardly usable at night, since you're giving away your position in TURNED OFF-state, I classified this as major. Feel free to correct of course.

As seen above, "this issue has been confirmed and scheduled for a fix" but it has been almost a year since then and it is not fixed yet.
@Geez This appears to have been partially fixed in the 1.16 update. The headtorch no longer seems to be glowing, in the turned off state WHILE attached to the player. However the issue still persists with world model, meaning it is self-illuminated, when it is in world model state, while turned off, no matter wether a battery is attached or not. But this isn't a big problem so I'd say, it no longer needs to be classified as "Major".
