When inside the inventory menu, the hot keys (1-10) do not function. It is also no longer possible to bind an item to a hotkey by hovering the mouse over it and holding the corresponding key.

Confirmed, since the 1.04 update the hotbar has again stopped responding with inventory up.

Can't use hotkeys (1,2,3,4) within your inventory to swap items in and out of your hands anymore.
Can't quickly assign items in your inventory to your hotkey belt by hovering over item and pressing (1,2,3,4) anymore.

Both of the issues have been fixed internally and they are going to be fixed on Steam in one of the upcoming updates.
