This has been around for several Exp releases, and current stable, but searching Maniphest, I couldn't see it reported.
Both the rain jacket and gorka/patrol jacket makes us drenched when it's raining. (which its been doing a lot)
Perhaps it's a feature that is not yet implemented?
Wear a rain prof jacket in the rain.
has been an issue for a long time they are aware.. many tickets including my own for the issue, only thing that stays dry is the dry pouch found in cargo containers, every other piece of clothing gets wet ( helmets and wellies stay dry )

I've just tried in Experimental and the rain didn't get me wet while using the patrol jacket. Sorry it took so long to test, this is the first time it's rained since you asked.
