Have had this problem since Arma 2 (2012) although it seems much worse on my side.
Tried out some fixes just now and none of them worked, it's pretty sad since the game looks really good with ATC on.
(I think I've heard somewhere that it's not something the devs can fix and that it's up to AMD although I'm not quite sure, even if that was the case I hope something can be figured out)
