Helicopter gunners do not use Anti Ground Missiles

Description

AI Gunners do not fire AT missiles at ground targets.

Gunships do "attack runs" but to not fire on their target.
The AI gunners are not even looking at the target, but somewhere off to the side.

Also to mention: Tank Gunners aim at air units, but they do not engage with their MG (7.62mm) or main gun. (Maybe a similar problem?)
7.62mm is effective against most helicopters, so why not allow AI to shoot at them?

Steps To Reproduce

Place down a Tank (make sure its engine is on)
Place an enemy gunship into the air nearby.

Result: Gunships fires FFAR rockets into nowhere (not even close at hitting the static ground vehicle)
Expected result: Gunship attacks the target with AT missiles.

Still present in live version, might be a major bug for ppl that rely on the attack power of AI gunships.

After some testing in our internal build. I tried both the Mi-48 and the Orca agains the Slammer.

Mi-48 does attack the tank however it uses Skyfire missiles instead of the Scalpel and right now it's aim is really poor. (We will have a look at this)

Orca on the other hand does what is expected if you change the Skyfire missiles for Scalpel they actually attack the tank as they should although they need to get into position for that to happen.

Also regarding the tank not attacking the helicopters. Indeed the gunner doesn't attack the Mi-48 with the MG, however it does attack the Orca.

My findings with this issue is that removing cannon ammo will make the gunner use the AT missiles. I also noticed that switching the AT missile control from gunner to pilot will make chopper use them. I noticed this on Greyhawk/Ababil too where gunner won't target ground units but switching the guided missiles to the "pilot" will make the drone engaging targets.
