Hello.
I tested it and from what I can tell it is really rare. I am able to hit the target with Laser guided shells. So it doesn't always happen there is no 100% repro.
Could you please create a video of the situation or a test mission in which it happens every time? That would really help.

@Wulf maybe a kind of a tutorial from BI would be great because there is no consistent data about how to use that shells
