Currently, flyinheight values only work between 0-9 and 50+. You cannot tell a helicopter to fly between 10-49 meters.

Place a helicopter in the editor
In the unit init, type "this flyinheight __ (any value between 10-49)"
Start mission
Aircraft will automatically go to an altitute above 50 meters
