Because like 99% of time it is simply used for increasing visibility to gain significant advantages over players who either don't know how or over players who want to play the game how it was officially released by Bohemia Interactive (which I believe is what it is meant to be).

A lot of official servers seem to be unreachable to many but clearly does not affect everyone.
Personally I know of (know as in can walk behind their desk to see what they're doing) at least 3 people with this issue and it's the same for them from few different ISPs, at least two physical locations and 3 different computers.
