Because like 99% of time it is simply used for increasing visibility to gain significant advantages over players who either don't know how or over players who want to play the game how it was officially released by Bohemia Interactive (which I believe is what it is meant to be).

Fair solution is modding which allows community servers to apply similar visibility and/or color schemes for everyone if they want to do that.
Additionally anyone can offer daytime only servers for players who do not want night or who do not want to use lights because there has to be someone who actually uses reshade to increase night time visibility significantly.

Yes I know there's other ways to do this but that's no reason to allow more cheats.
Yes, cheats as in potentially very unfair advantages that also affect how game is actually played and pushes even more people toward looking for additional advantages with 3rd party programs.

Again, there's modding available to for example provide Fortnite like visibility and color schemes for those who want to choose that.
And when it is a server setting it wont be unfair like how it is with modified shaders when some people want to have DayZ like how it was intended and officially released.

Applying shaders to improve the graphical fidelity is not even the same BALLPARK for cheating. The "solutions" are already in the game. Lol what... with that logic we can go ahead block Nvidia's shaders then.

That can be easily bypassed by making the nights darker, which renders ANY shaders useless for the "increase" of visibility you argue for. Go figure

It's not a cheat & it's been a thing for awhile. Updates comes to Reshade and BattleEye or Bohemia is being slow to address this issue. Applying shaders to improve the graphical fidelity, that's been basically common knowledge at this point considering the age of the game, isn't a cheat no matter how you attempt to bend it. Just because someone else is lazy & don't want to improve their own gameplay, that's on them.
