I am having the same problem. When only one player is on the server, then even side chat does not go to the console.

So one is not able to communicate with that player trough an rcon admin tool.
You can write him, but you can not read what he answers...

WT... Who made this system?!

Maybe I know the cause, when you using more than one input controller.

The game engine calculates and uses the mathematical average when using more than one controller.
With this you maybe can not max out the axis.

yes, it would really be nice to be able to read in a rcon admin tool, what a player answers you, when he is alone on the server and you talk to him trough a rcon admin tool...
Why this is not implemented?!
