Have noticed this issue and have been told be peers when i myself have been stuck in it.
theory: related to 'desync' between two individual clients when an item switch occurs.
It seems to stop whenever you switch to another item, but with varying degrees of reliability sometimes multiple switches are required before the peer stops witnessing it.

The Rate are probably too high. Yes.
However the issue with the current rendition of the system is: The system is un-intuitive in the sense you think no notifications = full.
The indicator thresholds are at a low value (lets say 25%) and you have no notifications a relatively higher (>25%), but ultimately low value, there is a LARGE void before you hit the 'i am full' level which puts you in a regenerative state. Because of this people constantly try to remove the indicator then immediately find that its on again because they've ingested enough to be *just above it*
tl:dr the rates are too high, and the system is somewhat un-intuitive even with indicators presently.
As stated: Not a bug. Related to server time on central hive.
