Had this same issue, but ONLY with an installation of SA on an SSD. When re-installed to a normal spin disk, I receive no stutter. The stutter only appears for me when the game is installed on an SSD.

Additional note to this issue: While the flashlight is still in your hands but no longer in your inventory (following steps in issue), the flashlight can still be used (turned on/off) until replaced with another item in hands.

On multiple occasions that this happened to me, I believe I found it linked to coming close to a dead players body.
