Log in 5-10 later "No message received" 30 sec later server is back up and server time reset.

I have same thing but I think it's a client side disconnect rather than a server going down. During my run from Electro->Cherno I've got disconnected 9 times and I still haven't reached Cherno. All of that on hardcore servers.

It's definitely server restart, not client side only thingy, because all the loot and zombies are respawned as well.
