With the tent spawns and other previous loot locations broken people tend to farm and serverhop more. It's pretty hard to find certain items now, such as Mosins, maps, high grade vests, scopes, etc.
I liked how cars spawned maps before, now they are too hard to come by. Cars are always empty now. Same goes for military tents - nothing spawns there anymore.
I think to get rid of serverhopping you need to decentralize spawn locations. If military gear only spawns in military structures people are always going to farm those by serverhopping. One just hast to go to such a place and switch servers enough times to fully gear up. So when someone wants to play it the right way those places are always stripped clean. On most servers at the same time. You need to introduce loot spawns on zombies (i.e. the new military zombies who might be wearing/carrying military gear on them). Those zombies should also not be in the same locations, it has to be absolutely random. The only way to prevent serverhopping would be to increase the loot in military areas so that a single group of people is not able to carry everything good in popular farming locations, so that others can gear up too. It should come with a price tho, i.e. much more zombies there so they actually become a threat. And reduce the power of the fireman's axe to the same level of the wood splitting axe so that 2 hits are necessary to kill a zombie - or introduce more agile zombies which are harder to kill especially in high numbers. Or have them have a long range attack like spitting infection goo or something of that sorts. Or have axed zombies burst infectious liquids or gases as they are axed. Also fresh spawns should make less noise while moving (less gear = less rattling of items) so they have an easier time avoiding dangerous zombies which they can't fight off easily with bare hands.
I would also like to encourage random player spawns - all over the map, not only on the coast.
