I have tried to defend myself from a zombie with both crowbar and pipe wrench, and both items, though in real life could do quite a bit of damage, were pretty much useless.

Attack a zombie with a crowbar or pipe wrench.

This goes for the bat as well. If you are not going to make them lethal to a zombie I believe it should at least have the chance to knock them down. But IRL if you hit someone in the head with a bat im sure they are going down. Maybe make the damage modifier greater for head to shoulder shots and a chance to knock down on anything below that. After all everyones perceived idea of a zombie is that you can only kill them with blows to the brain. Just my opinion.
Rocket stated ages ago that they aren't "zombies" they are "infected" so 28 days later not dawn of the dead... So head thing is not an issue.
As for crowbar, I agree, it can do a lot of damage.
Solution:
Circle around the infected while you continuously hit him with your melee weapon.
Shouldn't be reported here, since it is not a bug, but more about people have to discover/figure out how to strafe to avoid attacks of infected and also general movement in melee combat.
crowbar takes 3 body hits, splitting axe 2 body hits, fire axe 1 body hit.
Don't see what the problem is. Seems intended and reasonable progression.
I posted this before and got laughed at, but this needs to be addressed. A baseball bat to the head will kill a person, not to mention a fricking crowbar or pipe wrench.

Got a response to a thread on the forums. Melee will be addressed soon and everything is changing so you can assume nothing in the game matters atm.
