-Find a mag on a floor
-Don't move it to your invenotry
-Unload it while its on the ground

Same thing happens with ammo boxes. I haven't tested any speed loaders or stripper clips. I am pretty sure that unchambering a round from a gun that is on the floor makes the round disappear too. Need to confirm that.
