I have tried this with and without mods (RHS) and it seems to be persistent. There is no category under NATO for "Men"/infantry. To get a singular person I have to take him out of a vehicle. Note: there are infantry in the group category.

Not exactly sure what you mean. If you click on the Nato assets, you'll have groups like Men, Men(Story) etc. Those are your infantry units. In addition you can simply type "Men" into the search menu and all infantry units will show up.

Deactivate all mods, verify the Arma3 game cache with Steam and defrag your game hdd.
For me, everything is fine. All infantry units are available.
