I tried dev branch then back on 1.48 for playing.
I experienced a cinematic problem for my units. They are walking, running jerky, irregular, even in bare Arma3 1.48 no mods, no params (just nosplash), very basic SP preview mission.

Enable Dev branch, return to v 1.48 (about 300 Mo to download);
check for Arma 3 integrity files from Steam : 1 file corrupted then corrected.
Launch Arma with the launcher
verify no addon enabled
edit on stratis map. place one unit or one group
preview (or record then play)

It's not FPS question. They are not visible on video but GeForce Experience gave me 25 to 40 FPS (dependng on how many objects are displayed I guess)
I mention the corrupted file has been corrected then triple checked! OK each time. I notice that takes several minutes for Steam interface to check the files.
I didn't success to downgrade to 1.46 I have a message:
Arma3legacy146 beta access code invalid!
Nothing on rpt file (see attached file)
My CPU: I5-3470 @3.2 GHz video: NVIDIA 970X
Arma on SSD (no space problem on disk)
Why 2 expansions "Arma3" in expansions menu of Arma ?

OK, problem comes from Steam interface.
Even if your parameters are set to "allow download during gameplay" unchecked (disabled), this interface is trying to download something after launching (and playing) a MP subscribed mission. Then, mission is downloaded, but Steam interface is now and definitely, tilting X time per second to "in queue" and "starting".
If you leave the MP mission, this inteface continues this false download.
You can stop, restart PC, windowns then Arma,... this interface still remembers the fact it's trying to download something.
This is a "workshop content", network at idle, disk also, 0 bytes/0 bytes but Arma is totally impacted as the game pauses on/off each seconds (video)
The only solution seems to be: quit Arma, launcher, then avoid anything to download thru Steam!
So, did you change something in Steam interface?
Is there a way to re-install steam without losing or reinstalling Arma?
It takes 15 hours for me when I reload Arma (without addon)!
Valve fixed some issues regarding performance drops during steam workshop downloads. Try downloading the newest Steam Beta update and see if that fixes the issue.
