I ran into this bug while trying to connect to a Stomper while another player was in the passenger seat. when I connected it would not let me select gunner or drive but instead put me as the player in the passenger seat, then when I let go of the controls while the player was out of the vehicle it turned him into a AI character that he could no longer control. Did you try to reproduce it without mods and/or scripts ("view distance settings" and "activate personal uav" as shown in the video) in a simple self made multiplayer mission?
Mods and scripts may brake some simple vanilla functions and may cause new issues.

I do not run any mods at all, straight vanilla. I haven't tried to reproduce it yet, just haven't had the time but I will as soon as I can.

I tried some stuff in the editor and I could not get the same result, which leads me to believe it was due to a script running on that server.
