No motion blur in Third-Person?

Description

I noticed that Motion Blur doesn't apply to Third-Person, but only First-Person. I would like to request that Motion Blur to be applied to Third-Person or an option to enable/disable Motion Blur for Third-Person in the settings.

Steps To Reproduce

Set Rotation Blur to 200 and wave your camera around in Third-Person. Notice that even Rotation Blur is set to 200 and then compared to having Rotation Blur 0. There is zero difference. That can only mean that Rotation Blur doesn't apply to Third-Person.

I know there are people who dislike Motion Blur, but for me I like it when it comes to having FPS stuck at 30 FPS. It creates a illusion of smooth motion for low FPS then choppy frames change to frame. If this was to be implemented. It would just be an option for you to disable or enable. If you like it on or off.
