The launcher can't find the SteamManagerWrapper.dll when ArmA is installed in a SteamLibary off the installation path of Steam itself. Clicking on Launch then will result in a crash of the launcher. {F24511} {F24512}

Steps To Reproduce
- Install ArmA 3 in a SteamLibary that is on a different drive than Steam is installed
- Start the launcher
- The launcher now will say Steam is in offline mode
- Click on play
- A crash of the launcher will occure
Additional Information
- I made sure the SteamManagerWrapper.dll existed in the launcher folder, in my case under: E:\SteamLibary\steamapps\common\Arma 3\Launcher
- I further made sure Steam is not in offline mode (RPT also says it can't find the file)
- I also included the RPT and Memory dump files.

Yes, it's working now. Thanks alot. Weird that after a simple reinstall of .NET it worked. I have other application using .NET and they did not complain. Thanks
