Players can always take over vehicles in multiplayer, regardless of setting

Description

When playing a mission in multiplayer (dedicated & non-dedicated) where players are inside the cargo of any ground vehicle or boat, they can always switch to the seats of the AI-crew, just taking over the vehicle and ruining the whole concept of a mission!

This is due to the fact, that the "Locked (player)" setting is not working in multiplayer.
The "Locked" (for everyone) setting does, but then again neither player nor AI can get inside or -which is worse- out of the vehicle.

When using a completely locked vehicle, the "transport unload"-waypoint, disembark order, eject script command and so on will only work for players, NOT for the AI! They will be trapped inside the vehicle forever, so compeltely locking a vehicle is no solution either.

A workaround with lockTurret is also not possible, since this command is broken.

It would be great to have the "Locked (player)"-setting work in MP just like it does in SP.

Steps To Reproduce
  1. place any vehicle with crew in the editor and set it to "locked (player)"
  2. create a playable unit and put it into the vehicle's cargo with moveInCargo
  3. start the map in MP, take over the vehicle and go on the rampage!
