Put 3 infantry units under your command, one empty tank, and some infantry enemy units afar. After mission start, order your units to board the tank (the 3 of them, not you). Now order your units to move to the enemy position. They will report the contacts but will not fire the tank's weapons.

Could you please create and attach a repro mission? Or add more details (type of vehicle, enemy units, subordinates, weather, time, environment).
I wasn't able to reproduce it and the AI were always happy to engage the enemy units.
Thank you!
Thank you. My best guess is some of the patches fixed part of the problem (which is great), because now I can only reproduce the behaviour with one vehicle class: the Marshall. I've uploaded a repo mission as requested.
I was able to repro the bug in mission provided using the current Dev build 1.23.125433
@ceeeb I'm not sure I follow. What do you mean by "works". Does the AI engage the enemy? Also, the ticket is about the current stable version, so I'm not sure if you are confirming that the bug is not present in dev branch, or if you are contradicting my report.
Sorry I should have been more clear. I was able to recreate the bug, I have updated my note to clarify.
Thanks a lot for the reliable repro mission. (In the end it seems the bug is valid for more vehicles than just Marshall, but neither all armored nor wheeled armor only.)
Oh, almost forgot. This should be already fixed in the dev. branch.
Thanks again for the report!
I'm happy to confirm the bug is gone. Thank you. (I was a little worried not to see any mention of this in the changelog for 1.24 though.)
Mass-closing all resolved issues not updated in the last month.
Please PM me in BI Forums (http://forums.bistudio.com/member.php?55374-Fireball) if you feel your bug was closed in error.
