Improve immersion with locked vehicles AKA remove lockout from some of them

Description

Since I dont have authorization to re-open closed issue: This is offspring of http://feedback.arma3.com/view.php?id=18295#c68431

Why there is "reopen" controll, when reporters have no privileges to use it ?

General idea - in case of lockout, it's gameplay that gets bitten, it's way better to justify ( atleast ) in description of base/AO/Mission or add some UI "locked" to vehicle access menu. This will create more immersive BF than "no menu, no idea why, vehicle is just a brick, even thought you have slain whole crew, someone should have a key" case.

  1. halo lockout may be a valid thing. Kerry is a trooper, not a pilot.
  2. mentioned MRAP lockout seems just wrong/hurtful to gameplay, since supply truck is up for task, MRAP should be there - addressing AD - there are two attack boats, ready for destruction, with miniguns and G-launchers(iirc)
  3. This issue spoils last mission of chapter 2, player is not able to drive:
    • MRAP
    • supply trucks
    • quads!
    • pickup whick has been used be reinforcements! - this just looks silly - cant those guys share a key ?

Yep, I know its a scripting issue, but might be worth a while to enchance immersion.

I mean, how can you lockout quad? with RFID chip?( yeah, its 2035, buts its an island, forgotten by all!)

Also, there seems to be another issue - friendlies wont follow player( team leader ) until HALO is shot down.

Well. It is a battle field. ARMA aims to achieve realism, what kind of buzz kill is a "lock to improve experience". This just kills experience. In any way, it does not improve it! It is like having player in army depot, with hunderds of vehicles parked, set to "NO ACCESS, LETS IMPROVE EXPERIENCE"... It is a battle field, you conquer, you own, you use it!
