I don't know what causes this, but I'm willing to venture it's something to do with workshop subscribed missions.
I suffer the same problem.
Uploaded my .rpt, .mdmp and bidmp.
Edit: After unsubscribing and deleting all workshop missions I can host a server again.

Yes, confirmed. Unsubscribing and deleting all steam subscribed MP missions helps to fix this problem.

I have just tried the above and it 100% works. Also what I did as well was delete the subscibed files in the workshop folder located in. <driveletter>:/Program Files (x86)/Steam/Userdata\(steamidnumbers). In there delte the ugc and ugcmsgcashe folders.

Was running into the same issue. I have further information on how it would crash. I could set players, game name, internet/lan etc. After clicking OK, however, one of the two following things would happen:
A) Game would freeze without anything happening. Alt-tab wouldn't do anything, but alt-ctrl-del would bring me to the task manager
B) Without asking me what map I wanted to host, it would throw up the Stratis load screen. The progress bar never moved past 0%.
After following Panicsferd's advice, I can no longer reproduce the issue.

Confirmed, it seems to be workshop related. I unsubscribed and deleted all missions, then it works. I then subscribed to a mission but that mission only shows up in single player.

So all workshop missions no longer work. Pretty big breakage.
If I unsubscribe all I can get Vanilla game to launch.

Yeah, waiting for the big update. If that won't fix this i've got to say i'm starting to get pissed with the whole game. Been playing the games since OFP.. Workshop is a nice way to download maps but this just makes me frustrated, not even possible to host server unless deleting all subscribed missions. Like z-boson said: it's always something
