No visual fire effects on clients when artillery executes doArtilleryFire on dedicated server

Description

When an artillery vehicle like the Scorcher fires a round by executing doArtilleryFire on a dedicated server no graphic effects are visible on clients. Means no particle effects and no muzzle flash (the round leaving the barrel is visible). {F22690}

Steps To Reproduce

Attached is a simple test mission.

Run the mission on a dedicated server. 10 seconds after mission start the Scorcher group will fire 5 rounds.
You won't see any graphic effects like particle effects or muzzle flash.
If you run the mission in the editor/singleplayer you'll see the effects.

Confirmed, still an issue in stable, in dev 1.09 doArtilleryFire seems completely broken! :-o

9 years late, the issue persists.
