Graphical issues when swimming at surface

Description

Swimming right at the surface level of water and looking at the "surface" straight on from the side causes constant, flickering shifts between underwater and above-water filter effects.

Additionally, it's occasionally possible to look down into the water from this position (certain angles) and seeing the entire ocean floor without the hazy underwater filter limiting the view. Disastrous to stealthy swimming. {F21075}
