MP Missions Unlocked/Update with Dedicated Server EXE running.

Description

With the server running, I am unable to apply any updates/delete any MP missions. Even though the mission is not the current mission being used. This is a feature that would be nice for house keeping. Saves me having to wait unit late at night when the server is empty to do any maintenance.

Mass closing ancient tickets with no activity for > 12 months; assume fixed or too trivial.

If this issue is still relevant in current dev build, please re-post.
