If you raise your head high enough, your arms are waving around in the air. There's also this weird blue outline that surrounds them, probably supposed to be a transparency layer of some sort in the animation but it shows against the water. {F19999}

Raise/tilt your head/body high enough and swim forward.
Additional Information
Don't remember if it happens with a diver, but does happen with a regular soldier.
Update: Outline thing happens with both, floaty thing with the arms doesn't happen to the diver because of the gun in his hand.
