When you select your loadout from an dead Soldier, you have to put the helmet into your equipement area Before you can put it on the head (by dragging it to designated area). Same applies for the goggles. If you check your gear than again, it shows you that you have 5 helmets or 5 goggles (System multiplifies equipement)
