In any adjusted standing stance this occurs when pressing M to leave map screen, the player character performs a first aid animation even when it is not wounded.
Stuck til this animation is done, and in the meentime there is a big chance you get shot, because he can do it in the middle of combat.

I can reproduce this by opening the map while standing in sidestep lean.
