I have noticed that every time I try to loot a vehicle and it has not been driven yet, I have to move the vehicle before it will allow me to take anything out of it.

This happens in multiplayer wasteland servers, You don't actually have to move the vehicle, but you do have to get into the drivers seat before the inventory is unlocked.

if you are talking about wasteland games, this is an issue with the wasteland mod, not the alpha.
