Currently only the Diver Explosive Specialist can defuse the naval mines. Even if a normal diver or the team leader have the "minedetector" and "toolkit" they cannot defuse the naval mines.

It is supposed to be that way, the Diver Explosive Specialist is probably like a Navy EOD. Downvoted
It should be up to the mission makers who can and cannot carry the minedetector and toolkit. Using your same logic AT launchers should only be used by Rifleman AT and Snipers and marksman should only be able to use sniper rifles and pilots should only be able to fly and etc etc etc. Do you want to be limited to only certain characters who can do this or that or allow mission makers decide who can and cannot perform a function?
That's exactly the logic i want to use. I certainly don't want a navy EOD performing CAS while my pilot tries to disarm an IED. I might just be in a bad mood though because my sniper just got run over while trying to work out how the AT works and my AT guy missed the damn VIP by a mile with the javelin. If you want a job doing, use the guy who's been trained to do it.
If thats the case then maybe I should submit a ticket to only allow pilots to use a helicopter or other aircraft? Tanks should only be used by crewman, etc.
That can be done by scripting and is already on servers. It's entity up to the mission editor.
