When the AI is driving a boat and told to stop somewhere, it tries to stop the boat by using reverse. It often overshoots stopping and ends up reversing a few meters. Because it was trying to stop at the specific waypoint given, it now hits the gas to move back to the waypoint, but upon trying to stop, does the same thing all over again. This results in the AI driver oscillating back and forth over the waypoint alternating hitting reverse and forward. This is a major problem to me because anytime you attempt to have an AI boat stop at a waypoint, it demonstrates this behaviour and any sense of immersion the player had is now totally lost.

Steps To Reproduce
- Enter the editor and place an AI controlled boat.
- Give the driver a move waypoint some distance away; just enough to get up to speed.
- In the waypoint options, give it a timeout time of 30 sec. in all fields.
- Set a second waypoint after the first.
- When the boat reaches the first waypoint where it is to wait 30 sec., it will instead oscillate back and forth over the waypoint for 30 sec. trying to stop, after which it will continue on to the second waypoint.
